Pull them when tops fall or are soft at the neck then dry on a rack in an airy shaded spot for a couple weeks till the the tops turn brown and fully die back. Then they are ready for long term storage. However they can still be used before that.
Harvest before the flower stem gets to long.

My father in law grew up with his market gardener father and taught that if they are starting to fall, just help the rest along. Leave a few weeks until dryer and then pull. Lay out on a rack to cure more before hanging under a roof in an airy spot until needed.
Pull when the tops flop over by themself.
Time to harvest.

They are almost ready
Almost mature, I always wait for the leaves to brown off more and fall, adds to onions size, and of course utilises their stored energy. Alternatively, harvest when leaves droop, and hang by the tops, leaf energy will drain into the onions
